Decree of the Goddess

Trespass into Fenrir Forest is strictly forbidden under an agreement known as the Decree of the Goddess. This agreement was proposed by the first leader of the Kimrak Church, Ramonirok, and has been upheld ever since in cooperation with the Kimrak Church and the Aristocratic Federation (Royal Family.)

It calls for the protection, or rather inviolability of the forest, ensuring that it remains a no-man's land. Damage to the forest is thus strictly prohibited, as it may anger the dragons within.
